Legalized Gambling in Arizona
In 1988, Congress passed the Indian Gaming Regulatory Act, which paved the way for legalized gambling on tribal lands. But that path was not so simple in Arizona. There were FBI raids of Indian casinos and various legal challenges on both side before Arizona signed its first tribal compact in 1992. The state signed 16 in all between 1992 and 1994 and added a 17th compact in 1998.
In 2002, Arizona voters approved Proposition 202, which authorized tribal casinos in an ongoing manner and updated the parameters for the compacts that the state signed with tribes. By 2003, 21 new compacts had been signed with local tribes, and a 22nd was signed in 2017. Each compact lasts for a period of 10 years, at which point it must be renewed or extended up to three years.
PASPA Deemed Unconstitutional
While there was certainly voter appetite for legalized sports betting, there were roadblocks at the federal level. The Professional and Amateur Sports Protection Act of 1992—also known as PASPA and the Bradley Act—effectively illegalized sports gambling throughout much of the U.S., including Arizona. But the state of New Jersey had been fighting that law in court, and in 2018, the Supreme Court made a landmark ruling in favor of New Jersey when it deemed the Bradley Act unconstitutional.
That ruling opened the doors for Arizona to decide its own fate when it came to sports gambling, but decisions would not be made overnight. The process, which had begun prior to the fall of PASPA in anticipation that it might happen, had taken about five years in all. That was according to Governor Doug Ducey when he signed the sports betting bill into law on April 15, 2021. There were even unsuccessful last-minute challenges from area tribes trying to block the bill.

Legalized Online Sports Betting in Arizona
The Arizona law currently allows for 20 sports betting licenses. Ten of those licenses are reserved for tribal lands where sports betting has already been legal. The other 10 are reserved for sports organizations, and most of those organizations have teamed with an established gambling provider. TPC Scottsdale, for instance, was granted a licensed and partnered with DraftKings to provide services.
DraftKings and the other providers were allowed to make their Arizona-facing websites and mobile apps available on August 28. On that date, fantasy sports contests became legal, and Arizona residents were allowed to create DraftKings accounts for the purposes of gambling online and in person. Sportsbooks were able to accept wagers starting on September 9, which is when the 2021 NFL season kicked off.
